    A. Yes, the worker will need to report based on their job requirements as the password protection is not an encryption software for emails. ​

    I'm thinking that the mention of Word 2016 specifically is a key - I seem to recall (without looking it up) that password protection does encrypt in 2016 version so I going out on a limb and answering "no".

    Yes. Password protection is not a form of encryption, thus is not rendered indecipherable or unreadable by definition (I'm probably missing a couple other key words).
