    Thanks Frank. I said 30 days, but the part about when the clock starts ticking is the date the payment is received, I would have missed that. I thought the time started when the request was received.

    OK, what am I not seeing? In 164.524(b)(2)(i) it says: ...the covered entity must act on a request for access no later than 30 days after receipt of the request..."

    not after receipt of any payment. So if we are on day 10 we have 20 more days, not 30 more. I read the part about fees and don't see anything there about timely action. Is there another place in the regs that references receipt of payment as the start of the clock or what?
