You are very savvy and rightfully protective of these children's rights by 'wondering' if you can give all of this data to non-medical sources. I would say emphatically NO.
Having all this crucial indentifying information for these children and that they are associated with psychiatric care to a non-medical source is very skewed both legally and ethically. I would be highly reticent to release any data that had the clear identity of these children. The protective laws of children have a greater scope and durability than that of adults. They are clearly not of the age of consent and this information could be harmful to their success in jobs or other ventures. A medical need to know or provide care has not been demonstrated. A relationship between the need to know and the source given information has not been demonstrated.
To just say “no, I am not allowed to” in this instance may be the rest resource you have. You may have to get some backing on this one from your employer but I would not be the one to give such data that clearly identifies a youth with psychiatric care. I do agree with numbering or initialing the children minus clearly identifying information.
